Abstract

The article considers the following issues in the field of legal regulation of inclusive approach to education: 1) the hermeneutic associated with varying interpretations of the inclusion in regulatory legal acts and 2) associated with the implementation of the state program «Accessible environment». Analyzed the pluralism of opinions regarding the inclusion in the modern scientific community and the regulatory legal acts, on the basis of the analysis the conclusion about the negative legal consequences of ambiguity of interpretation of inclusion in the process of implementation of the state educational program and the state program «Accessible environment». Based on the studies conducted by Autonomous non-commercial organization «White cane» identifies the main challenges in the legal regulation of inclusive approach to education and suggests ways to resolve them.
