Abstract

The author refers to the study of the historical experience of legal regulation of hired labor and reveals stable factors that determine the nature and content of labor legislation in the Russian Empire in the late XIX — early XX century. Among these factors the author mentions representations of the society, paternalism, ambivalent attitude toward borrowed European experience and social and cultural development of labor regulation, irrational attitude to the law, ignorance, lack of respect of legislation, duality of mental traits of employees, contradictory combination of tradition, and innovation in culture and others. Being immanently inherent to the Russian labor sphere they have an impacton the implementation of the modern concept of decent work.
