Abstract

The article analyzes the rules of different levels of domestic legislation on the basis of which important issues and problems of the civil institution of legislative initiative in Russia are illustrated. Examples of the implementation of the entities of the Russian Federation are given.

The article also provides a review of the practice of regulation of this institution in legislation of foreign countries. It helps to reveal some of the tendencies and distinctions of domestic law.

Thereafter the article also presents an analysis of the concept of development of the Russian civil legislative initiative in accordance with the Decree of the President of the Russian Federation dated May 7, 2012 № 601 “Concerning the main directions of improving the governmental system”.
