Abstract

This article analyzes the current issue of the choice of the most optimal ways ratio of constitutional and procedural norms in the implementation of effective comprehensive regulatory activities of legislative (representative) organs of state authority on the federal level and at the level of subjects of the Russian Federation. The article proves the fundamental position that a specific list of competencies inherent to parliamentary structures in our country, should receive clear and unambiguous enshrined in the Constitution of the Russian Federation, while the Regulations houses of parliament must disclose and detail the specific procedures and mechanisms for their ongoing activities in order to ensure the full exercise of the powers of the legislative (representative) organs of state power in the federal center and the regions.
