Abstract |
The article dwells on administrative and legal
states of state bodies and
points out the fact that its ground is comprised of
competency of the abovementioned
bodies which, in its turn, is a derivative of
sovereignty and legal
competence of a state. When considering the
classification of government
bodies it is stated that they can have the general (The
Russian President, the
Government of the Russian Federation, etc.) or
special (The Ministry of Finance
of the Russian Federation, the Ministry of Economic
Development of the
Russian Federation, Bank of Russia, etc.) competence.
However it is emphasized
that public control is ruled not only by executive
authorities, but also by
the government bodies which are not included in this
branch of power. In the
sphere of economy and finance the Central Bank of
the Russian Federation is
an example of such body of special competence which
is not included into the
system of executive powers but which implements
organizational, administrative,
control and supervising power. |
